Restrict product sales or shipping based on state?

I have been looking through the documentation and I am not seeing anything on this particular item. Is is possible using this plugin to do that?

Can you explain a little bit more about your requirements? do you need shipping methods base on state? if yes then you can use this “Shipping Methods by City or Postcode” module.
